"Sometimes CPUs aren't correctly identified at launch time (which apparently has something to do with some models of AMD CPUs not reporting the CPU type correctly) which results in the wrong Cubase CPU Optimisation file being loaded at startup. For example you may have an AMD Athlon CPU in your system but the CPU optimisation file for a Intel Pentium 4 is instead being loaded which is incorrect.
The best thing to do to correct this problem is to temporarily MOVE the CPU optimisation files outside the Cubase installation folder to a temporary location on the hard drive (don't delete them!) so that Cubase cannot find them on launch (exit Cubase prior to embarking on this troubleshooting procedure).
The files to move are: amdconvif.opt, piiiconvif.opt, pivconvif.opt which typically are located at a path similar to
c:\Program Files\Steinberg\Cubase SX.
Now launch Cubase - if launching is now successful then you'll know this issue is the cause of being unable to open Cubase.
Now close Cubase and reintroduce the appropriate .opt file to suit your CPU to folder you moved the .opt files from. Now launch Cubase again - if launching is still successful the problem is remedied."
