FOR LANGUAGE CHANGE
Go to registry ( Windows + R > Regedit )
Then HKEY_LOCAL_MACHINE > Software > maxis > The Sims 4.
Create new String > name Locale > Value > de_DE for deutsch, fr_FR for french etc. etc.

If you have added all reg keys with the RegKeys.bat, open windows registry and go in:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Maxis\The Sims 4\
right click on "Locale" -> Edit and change your language value.
